FY2024 · Audited Actuals · Fiscal year ended June 30, 2024
Brunswick is the county seat of Glynn County on Georgia’s coast — and a separate government from Glynn County. Every figure on this page is the City of Brunswick’s own, taken from its audited financial statements.
Unofficial demonstration dashboard — not a City of Brunswick publicationThis dashboard is built entirely from the City of Brunswick’s audited Annual Comprehensive Financial Report for the fiscal year ended June 30, 2024 — the most recent audited statements available. The city has also published an FY2026 Adopted Budget, but that document is an image-only (scanned) PDF whose figures could not be extracted or verified, so no budget figures are shown here. All amounts below are FY2024 audited actuals.
The city’s main operating fund. Revenues of $22,312,641 against expenditures of $21,036,794, plus net transfers in, lifted the fund balance by $3,999,268 during FY2024.
Taxes of all kinds supplied $19,855,881 — 88.9% of General Fund revenues (computed; agrees to the ACFR’s MD&A). The local option sales tax alone is the largest single source.

Public safety — police and fire — is $10,320,970, or 49.1% of General Fund spending (computed; agrees to the ACFR’s MD&A). Function totals include each function’s capital outlay.
Why there is no budget-vs-actual chart: in the ACFR’s budget schedule, the Final Budget column equals the Actual column on every line — the MD&A states that “final budgets were amended to the actual expenditures,” so the final-budget column carries no independent information. The only genuine budget comparator is the original FY2024 budget: revenues $20,376,968 and expenditures $19,087,107 (RSI schedule, unaudited supplementary information), against audited actuals of $22,312,641 and $21,036,794.

These are government-wide, full-accrual expenses — a different basis from the General Fund expenditures above, so the two sets of figures are not directly comparable and are never mixed on this page. (For example, property tax revenue is $6,838,026 on the fund basis used in the charts above and $6,768,466 on this accrual basis; the $69,560 difference is reconciled in the ACFR.) Program revenues offsetting these expenses: charges for services $1,508,202; operating grants and contributions $6,218,957; capital grants and contributions $10,427,635.

Current liabilities are $4,605,143 and amounts due in more than one year are $11,083,355. The single largest liability is not borrowed money — it is the net pension liability.

Brunswick’s borrowed debt is small: $2,371,384. Its long-term liabilities are larger — $11,758,923 per the ACFR’s Note 6 rollforward — because they are dominated by the $7,943,950 net pension liability, which is an employee-benefit obligation, not borrowed debt. The two figures are never blended on this page.
Of the total, $675,568 is due within one year ($527,778 compensated absences + $147,790 GTIB note). On the Statement of Net Position, the amount presented as due in more than one year is $11,083,355.
The borrowed pieces: the Certificates of Participation ($1,116,000, GMA lease pool, 4.75%) require interest-only payments of $53,010 a year until a $1,116,000 lump-sum principal payment on June 1, 2028; the certificates also carry an interest-rate swap (fair-value asset $58,678 at June 30, 2024). The GTIB note ($1,255,384, Georgia Transportation Infrastructure Bank, 0.52%) finances stormwater work. Together, borrowed debt of $2,371,384 is $154 per capita at the ACFR’s population of 15,404. For context, the city’s legal debt limit is 10% of its $997,181,714 assessed value — $99,718,171 — with no debt applicable to the limit and a legal debt margin of $99,718,171 (ACFR statistical section).

The city’s Defined Benefit Pension Plan held $14,962,690 in fiduciary net position at June 30, 2024, restricted for pension benefits. FY2024: contributions $1,510,341 (employer $1,257,894 + participants $252,447); net investment gain $1,689,901; benefit payments $1,441,484; administrative costs $114,314; net increase $1,644,444. The plan’s funded ratio is 63.8%, and the governmental activities carry a net pension liability of $7,943,950 with related deferred outflows of $1,393,088. Held in trust for pension benefits — not available to fund city services.

The city’s fee-supported operations. Combined, they ended FY2024 at a net position deficit of −$25,448, after improving by $288,723 during the year — an improvement driven substantially by $95,739 of net transfers in from governmental funds, not by operating results alone (operating and non-operating income before transfers: +$192,984).
Total net position is positive, but unrestricted net position is a deficit of −$173,707; $302,784 of restricted landfill-closure cash sits in this fund.
A deficit fund. Total expenses on the government-wide statement are $1,317,536, including $47,282 of interest on the GTIB note.
Government-wide business-type total expenses are $3,138,084 (operating $3,090,802 + interest $47,282), and total business-type revenues are $3,331,068.
